New government decision recognizing property rights to users of land of former agricultural entreprises.

The last 20 years Albanian Governments and Parliament have kept promissing the return of property confiscated by communist regime to legitimate owners. The deadline foreseen by article 181 of the Constitution for solving this problem has not been respected for more than 10 years now. Indeed the Government’s strategy postpones the solution for another 20 years despite the European Court of Human Rights decision and urgent request to resolve this issue by the end of 2013 (pilot judgement Puto v. Albania). Instead, the Albanian Government adopted on 6 March a new decision potentially complicating even further the restitution and physical compensation of legitimate owners.  More information to be found in our post in Albanian.
